“International Commission on Nuclear Non-proliferation and Disarmament” – a joint initiative of the Australian and Japanese governments
The fundamental nature of nuclear disarmament is that it is unilateral. The nature of the threat of nuclear weapons is unprecedented and turns traditional forms of power relations on their head. Agreements among sovereign nations will not produce nuclear disarmament, though they may help keep some kind of discussion about nuclear disarmament going in the interim.
I appreciate that your Commission is helping continue the conversation about nuclear disarmament. Thank you. But from reports I’ve become concerned that the results of your studies and the contents of your report will fall short in a critical way.
The report must include endorsement of immediate and decisive action on nuclear weapons abolition, and an unequivocal declaration that doctrines of nuclear deterrence are morally bankrupt, suicidal, grossly expensive, and legally untenable.
